As per the error logs, it appears the issue is with receiving server and it is not responding for port number 25 or 110 and it may be due to mail services are unavailable and down.

Please note, the mail delay is in receiving server(citi server) end since your server is trying to deliver mail but unable to reach destination server and it is not an issue with server.
